The Associated Press seeks a motivated Assistant Payroll Manager to join its Payroll team in New York, NY.

 

The Assistant Payroll Manager will assist with accurate and timely payroll processing, submission, reporting, and auditing of bi-weekly, monthly, and international payroll for over 2,000 employees, while ensuring compliance with company policies as well as Federal, State, Local and IRS regulations.  Maintain a high standard of quality and accuracy by being proactive in managing the multi-State payroll cycle process and deadlines. Provide excellent customer service by answering payroll related inquiries and work closely and collaboratively with the Finance team and other cross-Functional departments.

 

Responsibilities

  • Ensure the timely processing of multi-state bi-weekly, monthly, and international payrolls
  • Handle the administration of the electronic timekeeping system to ensure that hourly and union paid employee timesheets are accurately and correctly entered and approved prior to processing utilizing SAP time and attendance tracking system
  • Perform payroll-related functions including but not limited to all activities necessary to process payroll, such as maintaining related records, employee onboarding and terminations, vacation accrual, payroll reconciliation, status changes, tax changes, deductions, and direct deposit changes
  • Union contract implementation and processing of union time and attendance payments, maintain all aspects of time off procedures for the company, PTO, Holiday pay, Union time off, etc.
  • Assists employees and staff with general questions related to payroll, leave accruals, wage deductions, fringe benefits and other pay related issues.
  • Complete Government required Multiple Site Reporting
  • Audit payrolls bi-weekly cycles before payrolls are released for processing
  • Assist with unemployment and Workers’ Compensation claims and reporting.
  • Provide comprehensive reporting for analysis, audit, and inter departmental support
  • Assist with gathering information requested by internal and external auditors in the preparation of Federal, State, local and financial audits
  • Special projects as assigned
  • Process wage garnishments, pay levies and other involuntary court-ordered payments in a timely manner, including reporting to the necessary state office or jurisdiction
  • Assist with payroll quarterly tax returns and audits, with federal and state income tax agencies and workers compensation in various states
  • Assist with our year-end process, manage W-2 and W-2C process
  • Work with payroll service provider and State agencies to reconcile tax inquiries and discrepancies

 

Qualifications

  • At least 3-5 years of related work experience in a multi-state environment. Supervisory experience a plus
  • Certified Payroll Professional (CPP)credential
  • Familiar with Union contracts and overtime rules and the ability to process complex payroll including shifts and different pay schedules
  • Excellent interpersonal and customer service skills, including solid written and verbal communication
  • A professional and resourceful style with the ability to work independently and as a team player, take initiative and manage multiple tasks.
  • Strong problem-solving skills coupled with exceptional attention to detail
  • Proficiency with MS Office especially Excel
  • Previous system admin knowledge and data analysis/audits
  • Prior experience with SAP/BSI Tax Factory and ADP a plus
  • Knowledge of wage and hour law; Payroll tax compliance with federal, state, and local regulations.
  • Hands on knowledge of multi state tax filings, withholding, Quarterly/ annually balancing of W-2’s

 

Advanced-level professional competency in written and spoken English language is required. Authorization to work in the United States for any employer is mandatory.

 

The anticipated salary range for this position is $76,000 - $80,000, contingent on experience and other job-related factors.  Employees are eligible to participate, according to the terms of the official plan documents, in a 401(k) plan, employer-sponsored health insurance plan, and are eligible for paid time off and holidays in accordance with AP policy.
